Following Superstorm Sandy (2012), HUD funded $1.2 B of Rebuild by Design resilience projects in NY-NJ-CT:
$948 M from Community Development Block Grant - Disaster Recovery program (2014)
$218 M from Community Development Block Grant - National Disaster Recovery program (2016)
On December 21, Congress provided HUD grantees an additional year — to September 30, 2023 — to complete their projects with federal funding. See pages 3045/3046 of the PDF or 5512/5513 if viewing on the web. A coalition of grantees had sought a three-year extension.

Partially funded with a Community Development Block Grant — Disaster Recovery funds, “Living Breakwaters” will use off-shore concrete caissons to attenuate wave action where Staten Island meets the Atlantic Ocean.
